Plesk Web Admin Edition

This group of Web Professionals usually is the group that offers design, development, and deploy their websites from zero to completion.
Plesk Web Pro edition supports the creation of up to 30 domains in a single environment.
Plesk Web Host Edition
Especially for Web Hoster to customize, provision, and manage hosting businesses. Get maximum flexibility, access to the domain management tools, and the full WordPress Toolkit to support your multi-tenant, “install anything” business model.
Plesk Web Host edition allows Unlimited domains to be hosted on a single installation.
Notes:
Plesk Web Admin SE - Similar to standard Web Admin Edition but available only on some Clouds and Exabytes didn't providing this license.
Web Admin Edition/SE enables 'Power User' view only. Licenses for Web Pro Edition and Web Host Edition enable both 'Power User' and 'Service Provider' views.

1. Is Plesk support PostgreSQL / MSSQL?
Yes, both service can be install in the Plesk server but the management from Plesk portal is disabled for Plesk Web admin license. which includes management modules

No, there will be no downtime for the license upgrade and no data lost. There is no need to reinstall Plesk as well. The Plesk license upgrade process take merely 1 minutes by updating the license key from Plesk control panel. This shall be handle by the technical team.
